Steve Pound is right to point out that only conservative councils have done this. No labour council could do this because they&#039;ve never underspent in their lives. This rebate is the result of good financial managment by this council and and acceptance by us that it is the council tax payers money in the first place. It&#039;s theirs so we should give it back to them.</description>

		<description>Surely it would be cheaper to adjust next year&#039;s tax rather than give a rebate and incure the expense of administration. But of course this would not be a grand gesture, just giving the Ealing tax payer value for money.</description>

Just being in a high council tax band doesn&#039;t make a person more well off. After all, these valuations were done in 1991.</description>
